UAE’s FNC convenes with security control

The UAE’s Federal National Council (FNC) will convene Thursday in its new session after the election of 20 new members and appointing a similar number as a mediator of almost complete control of the security character.

The main lists of FNC members were announced with 40 members, half of whom were elected by the Emiratis in elections without censorship or the presence of political parties, with candidates banned from speaking in politics.

A number of people appear in the names assigned to the security services and have jobs in the state, so how can jobs and the interests of society be reconciled.

The FNC is one of the five federal authorities stipulated in the Constitution: the Supreme Council of the Union, the President and Vice-President, the Council of Ministers, the Federal National Council and the Federal Judiciary. However, the FNC does not have any constitutional and legal powers as its role remains limited to consultation.

This FNC will include in the coming period a group of the choir of the “security apparatus” distinguished in targeting the Emiratis and inciting to confront their legitimate peaceful human rights demands.

These include Ali Rashid Al Nuaimi, who has worked for more than one government job in the Department of Education in Abu Dhabi, the President of the UAE University, the editor of an electronic newspaper, and many other works.

Al Nuaimi is considered one of the leaders of the UAE security and intelligence services and is a close associate of the Bin Zayed and Al Maktoum rulers. The man’s closeness to the UAE’s ruling families came because of his father’s strong relationship with the country’s rulers.

Perhaps the most important reason why Naimi one of the important options for the rulers of Abu Dhabi is the old history within the Muslim Brotherhood, which split from it a few years ago after he was bestowed by the sons of Zayed posts article betrayal of his group and clan.

Observers described the history of Al-Naimi several times in the UAE councils as a traitor who does not trust and treacherous friends and family for positions and money.

He is involved in supporting terrorist movements in Syria and establishing terrorist groups in Egypt, most notably Jund al-Islam.

Other nominated members of the FNC include Dirar Belhoul al-Falasi, who heads the Watani Foundation, which is responsible for promoting the security apparatus, improving the reputation of abuses, and putting community cover on the country’s poor human rights record.

In the past, the security apparatus imposed its policies on the council and prohibited talk about the human rights, living and humanitarian situation of Emiratis, but it seems that he decided to attend publicly in the council with faces known for its dependency.

The FNC was established in 1971 with the announcement of the establishment of the United Arab Emirates under British supervision, but it is not a real legislative council, as it is merely an advisory council in which the President appoints 40 members of his close associates.

The UAE decided in 2006 to allow its people to nominate 20 members of the FNC in exchange for appointing the head of state for another 20, while retaining his non-binding advisory capacity to the government.

However, the UAE authorities did not leave free choice for voters.

Voters account for only 35 per cent of the UAE population and have exercised close scrutiny of candidates and ensured that they were loyal in three electoral cycles in 2006, 2011 and 2015.

The UAE’s executive and security apparatus dominate the FNC, which remains paralyzed and marginalized, although it is supposed to be fully independent in a delicate balance with the rest of the country’s political system.
